Ohio Heroes, and the Fine Print Summaries Miss

Ohio Heroes is widely summarised as military, police, fire, health care and teachers. The guidelines are more specific than that, in both directions.
Veteran Heroes
Per the OHFA Conventional Program Guidelines, at least one occupant borrower must be qualifying active military, a veteran, or a surviving spouse, and the annualised gross income must be at or below the OHFA limit for the county.
- Active duty. A current paystub showing active-duty status verifies eligibility.
- Veterans. Honourably discharged from any branch of the U.S. Armed Forces, evidenced by military identification, a DD214, or a current Certificate of Eligibility.
- Reserve forces. At least 90 days of active-duty service excluding boot camp. Active reservists provide a paystub and attendance chart showing active duty outside boot camp; discharged reservists provide DD Form 256 or NGB Form 22.
- Surviving spouse. VA form 26-1817, DD214 if available, marriage licence, and a death certificate or DD Form 1300.
The 90-day reserve threshold is the one that catches people. Boot camp does not count toward it.
Everyday Heroes
At least one occupant borrower must be actively employed full time in a qualifying role.
Fire and EMS
A full-time fire department employee whose regular duties include fire suppression or prevention, or emergency medical response. A valid firefighter or EMT certification card, or paystubs if they confirm the occupation, validates it; otherwise employer verification is needed.
And the part almost nobody publishes: volunteer fire fighters may qualify, with documentation evidencing volunteer status with the local municipality for a minimum of 12 of the most recent 12 months, such as a letter from the municipality. In a state with as many volunteer departments as Ohio has, that is a meaningful opening.
Health care
The list is explicitly limited rather than illustrative: physicians, physician assistants, nurse practitioners, nurses (RN and LPN), State Tested Nurse Aides, Certified Nurse Aides only if state licensed, and PCAs only if state licensed. Validation is a current paystub evidencing active employment and eligible occupation, plus a copy of current licensure, which should be found on the Ohio Department of Health registry.
The state-licensed condition on CNAs and PCAs came in with the April 2026 revision and is not reflected in OHFA's older At-A-Glance summary.
Police
A police officer commissioned as a law enforcement officer by a federal, state, county, municipal or township government, or by a public or private college or university, and actively employed full time.
Then the restriction that surprises: corrections officers are only eligible if the borrower is a deputy sheriff working as a corrections officer, in which case they are eligible as deputy sheriff or police. A corrections officer who is not a deputy sheriff does not qualify through this route.
Teachers
Employed full time by an accredited or state-recognised public, private or vocational school, as a state-certified classroom teacher, school counsellor or administrator or principal in grades pre-K to 12, holding current licensure: Resident Educator, Professional Teaching, Associate, Substitute, Alternative, or Professional Administrator. Ohio school counsellors are licensed under ORC 3301-24-05.
Note that administrators and counsellors are included, which many summaries omit, and that substitute teaching licences are listed.
What Heroes actually gives you
A discounted mortgage interest rate on the OHFA first mortgage, alongside the same down payment assistance the other programs carry: 3% conventional or 3.5% government, on the standard seven-year second.

Eligibility itself is free. If your occupation qualifies there is no reason not to use Heroes over the standard First-Time Homebuyer program. The program comparison.

OHFA's At-A-Glance sheet is dated August 2025 and the program guidelines carry an April 2026 revision clarifying corrections officers and CNAs. Where the two differ, this page follows the guidelines. Who qualifies for Ohio Heroes?
Two branches.
