The education rule reads like a formality until you notice the two conditions most online courses do not meet.
What OHFA actually requires
A certificate from a HUD-approved housing counseling agency, issued within the previous 12 months, that is a minimum of four hours in length and included direct interaction, either by phone or in person, with a HUD counseling agent. Alternatively, participation in OHFA's own course.
Three conditions sit inside that sentence and each one rules something out.

That last one is the trap. Plenty of free online homebuyer courses issue a certificate at the end of an unattended module. On the HUD-agency route that does not meet OHFA's wording, because there was no direct interaction with a counseling agent.
The simpler route
OHFA runs its own OHFA homebuyer education, and participation in it satisfies the requirement directly. For most buyers that is the path of least resistance, because it removes any question about whether a third-party provider qualifies.
Timing, and why to do it early
The 12-month window runs from the date the certificate is issued. A buyer who took a course during a previous search that fell through may find it has expired, and re-taking it late in the process is an avoidable delay.
Mike's advice here is the same in every state we lend in: take the course in the first week rather than the last. It is the cheapest risk to remove from a file, and on a four-hour requirement with a live-interaction component it is not something to leave to the week before closing.
Who takes it
The requirement attaches to the borrowers on an OHFA loan. A non-occupant co-signer is not an occupying borrower, and the education requirement follows the occupants. How co-signers are treated.
If you are buying two to four units
Ohio permits assistance on up to four units, and a multi-unit purchase brings landlord responsibilities that a first-time buyer course does not cover. OHFA's guidelines set the education requirement uniformly, but a buyer taking on tenants should treat the four-hour minimum as a floor rather than a target. Property rules for multi-unit.
